The Department of the Environment and Department of Transport commissioned Ove Arup & Partners together with the University of Reading to carry out research into the implementation of PPG13 by examining its influence on local authority policies and decisions and the difficulties encountered both by local authorities and private developers. The study began in early 1995 and will continue into the middle of 1996. The first stage, which is reported here, was designed to gauge first responses and to provide an overview of what progress and difficulties are being experienced initially as PPG13 is implemented; the second stage which begins at the end of 1995 will be able to gauge longer term responses and investigate in more detail case studies selected to clarify the issues raised in Stage 1. The main sources of information for Stage 1 are the responses to a questionnaire sent to all local authorities in England; a review of all TPPs and a sample of development plans produced between March and September 1994; examination of a database on appeal cases covering PPG13 issues in the year following publication; and a series of discussion groups with organisations representing business and development sectors, local authorities and specialist interest groups.
