PARKING DECRIMINALISATION DESK-TOP FEASIBILITY STUDY

The study was initiated by the Traffic Management Working Group in response to concerns about the general lack of financial feasibility work included in the Department of Transport's (DoT) Guidance on parking decriminalisation. The aim of the study was to try and concentrate on the financial implications of decriminalisation when taking into account transport policy objectives and potential staffing impacts. More specifically, it aimed to see if there were common themes running through the analyses that could be developed into generalised models to be used as broad indicators of viability by other authorities. The study work has shown that most towns are unique in their overall parking characteristics and the extremely wide range of variables involved in the parking dynamics of a town means that a detailed study of each town will be necessary before reasonable predictions can be made.
