The aim of this definition study is to supply the monitoring system for the demonstration project 'sustainable-safe Western Zealand Flanders', together with a scenario and a time plan. The monitoring system should also serve as a manual with which a project office can set out and supervise the monitoring activities. The study includes an explanation of the monitoring system. This system contains activities: (a) to describe developments in road safety in Western Zealand Flanders; and (b) to establish how the planned set of measures could influence these developments. The monitoring system consists of process monitoring and effect measurements. The measurements concern: (i) changes to the infrastructure; (ii) changes in traffic behaviour, particularly the motor vehicle speed; and (iii) whether attitudes have changed and (iv) the base of support has increased through information campaigns, education and other communication activities. The infrastructural measures are tested as supplement to the 'sustainable-safe' design principles. The scenario in principle offers the following information for each effect measurement: (1) objective; (2) anticipated effects; (3) indicators; (4) the measurement design; (5) measurement instruments; (6) source data; (7) analysis method; (8) a product description; (9) the planning with efforts involved; (10) decision-making moments; (11) relationships with other monitoring activities; and (12) the associated factors such as potential attractive forces, implementators and other influencing parties.
