IMPACT OF TOLL ROAD CONSTRUCTION IN AN URBAN TRAVEL CORRIDOR: A CASE STUDY OF THE VETERANS EXPRESSWAY IN TAMPA, FLORIDA

Veterans Expressway (Toll 589) is a four-lane limited access toll facility located in the northwest corner of Hillsborough County in Florida's Tampa Bay Region. It is a recent expansion project designed, constructed, and maintained by the Florida Department of Transportation (FDOT) Turnpike District. The Expressway is operated by the FDOT Office of Toll Operations (OTO). In August 1994, the Turnpike District began collecting traffic data documenting the distribution of traffic volumes in the corridor, in cooperation with FDOT District 7 and the Tampa/Hillsborough County Metropolitan Planning Organization. August and September counts were collected to establish the existing pattern of corridor traffic prior to the Veterans Expressway opening date. As expected, roadways serving north-south travel movements in the corridor generally experienced reductions in traffic when the additional north-south capacity of the Veterans Expressway was introduced.
