ESTABLISHING PRIORITIES OF ROAD MAINTENANCE
The prioritization of maintenance activities and the allocation of maintenance expenditure at the network level requires a formal set of maintenance objectives as well as a simple inventory of the entire road network. Criteria for allocating maintenance expenditure include cost-effectiveness, equity and social responsibility. Procedures for estimating cost-effectiveness of maintenance actions are put forward and expenditure models for achieving reasonable uniform cost- effectiveness on all roads are provided in the paper.
