THE USE OF PAVEMENT MANAGEMENT SYSTEMS IN MOTIVATING FUNDS AND MANAGING ROAD NETWORKS DESPITE BUDGETARY CONSTRAINTS

Road networks have deteriorated worldwide in recent decades because the funds allocated to the preservation of road networks are dwindling. This is also the case in South Africa. A Pavement Management System (PMS) is a powerful and essential tool for halting the deterioration of the road networks. Although PMSs are in use, they have not been as effective as they could be. For a PMS to be effective in motivating funds and managing road networks within budgetary constraints, three aspects of management systems need to be carefully considered, namely analysis methods, maintenance strategies and presentation of results (or consequences).
