SAFETY MANAGEMENT SYSTEMS -- THE VISION AND THE CHALLENGE: A TRANSPORTATION ENGINEER'S VIEWS

The implementation of safety management systems can be one more positive step toward a national commitment to highway traffic safety goal setting, monitoring, and most importantly goal attainment. The management systems called for in ISTEA are interrelated and their implementation needs to be coordinated and use common data. Transportation engineers need to devote resources to educate the new cadre of highway traffic safety professionals. This is especially important recognizing the high levels of turnover and reassignment of personnel that we are experiencing in government agencies. All available resources must not be consumed in meeting the management system reporting requirements.
