REENGINEERING INFRASTRUCTURE RESEARCH. DISCUSSION AND CLOSURE
A discussion of a paper with the aforementioned title by F.H. Griffis, published in this journal (Volume 121, Number 1, January 1995), is presented. Discusser Brenner agrees with the author that basic infrastructure research is lacking, but disagrees with his solution of additional taxes to fund research and the government as overseer of a research program. Brenner states that infrastructure research could be encouraged by focusing on design-build contracts and getting out-of-control liability under control. Discussion is followed by closure from the author.
