Electronic toll and traffic management (ETTM) systems are proven winners in the intelligent transportation systems (ITS) field. This article reports that ETTM systems are being studied for expanded applications, including congestion pricing, advanced payment systems, traveler information, and traffic management. The first three applications are still in the theoretical stages; however, ETTM is already a viable traffic management tool. This article highlights the TRANSMIT Project--TRANSCOM's System for Managing Incidents and Traffic. TRANSCOM, an umbrella organization serving the New York/New Jersey Metropolitan area initiated the TRANSMIT Project to establish the feasibility of using ETTM equipment for traffic surveillance and incident detection applications. The project has two phases. The first phase focuses on an evaluation of ETTM technology for the desired applications and preliminary system design. The second phase includes final design and construction of the initial stage of the system as an operational field test. The authors report that as ETTM technology is deployed, it will provide a foundation for various ITS services that rely upon roadside-to-vehicle communication, such as those mentioned above.
