PUBLIC/PRIVATE VENTURE `BRIDGES' GAP IN MISSOURI INFRASTRUCTURE FUNDING

The Lake of the Ozarks Community Bridge (LOCB) is the first public/private funding partnership in Missouri's history. For decades, developers and business leaders in the area discussed the need for a bridge, but it never made it onto the state's priority-funding list. This article provides a blueprint for public/private ventures, using the LOCB venture as an illustration of the process. Three things that are critical to the success of a project are: 1) it must address a public need, 2) it must be driven by private-sector opportunity, and 3) it must have enabling legislation.
