THE PROGRESSION OF COLD IN-PLACE RECYCLING - 1977 TO 1995

The first Cold-in-Place Recycling (CIR) project utilizing a specially formulated emulsified recycling agent as the additive was performed in 1977 on a project in Fresno County, California (Russell Avenue). The details of this project are set forth in an ASTM publication titled "Special Technical Publication 662" dated 1979 authored by D.D. Davidson, William Canessa and S.J. Escobar. The objective of this project and the research reported in the above mentioned publication was to provide guidelines for the use of a one-component emulsified recycling agent. The project indicated that a one component emulsified recycling agent was effective not only in its application but it also restored the necessary properties to the aged asphalt thereby reversing its aging process.
