THIN OVERLAYS COMPETE ON COST WITH MICROSURFACING
State departments of transportation in Michigan and Illinois have learned the value of thin hot mix asphalt overlays. The thin overlays are competing with microsurfacing and chip seals on both cost and durability. The typical overlay is .75 inches thick and can extend pavement life 6 to 8 years. This article describes how the thin overlays have been used in state pavement rehabilitation programs. Surface Maintenance at the Right Time (SMART), a rehabilitation program started in the mid-1980s by the Illinois Department of Transportation, is highlighted.
