SURPRISES DRIVE UP COSTS AND INGENUITY

The San Francisco Bay Area is running up a costly retrofitting tab, according to the California Department of Transportation. San Francisco's Interstate 280, which was damaged in the 1989 Loma Prieta earthquake, is turning out to be the state's most costly per-mile retrofit ever. This article describes the I-280 retrofit as well as others in the San Francisco Bay Area. The problems associated with large retrofits in the area are highlighted.
