The goal of this paper is to raise for discussion the concept that it is more cost-effective and less expensive for both the public and private participants in the Intelligent Transportation Systems community to start planning and implementing intelligent transportation systems with societal and economic issues included in the planning process from the very beginning. There are several objectives that support this goal. These are: (1) to explain transportation systems as part of the larger social/economic/political/environmental system; (2) to identify many of the societal and economic factors that impact or are impacted by transportation systems; (3) to present "forecasts" of several of these factors; and (4) to suggest ways of analytically incorporating these factors into the planning process.
