PRIVATE SECTOR ASPECTS TO ITS AND THE ENVIRONMENT
This paper looks at IVHS from a private or business perspective as distinct from IVHS as a tool for public policy. IVHS is looked at with a view to business opportunities that have the maximum payoff and the minimum hurdles and that will allow our society to capture the benefits, to develop the systems; and for those in the private sector, to gain a reasonable return on investment. A not unreasonable private sector investment strategy is to try to proceed down some of the lines of IVHS markets as an independent business where feasible and try to couple one's self, as much as feasible, from the regulatory process.
