1985 HIGHWAY CAPACITY MANUAL MISSES MARK ON RURAL HIGHWAY CAPACITY

The capacity issue raised in this article and pertaining to what headway to use for rural mountain highways is an exception with federally adopted guidelines. The Highway Capacity Manual (HCM) guidelines do not properly address the capacity on rural highways in rolling hills or mountainous conditions with a high degree of horizontal curvature (prohibiting passing), or with imposed prohibition on passing. This article presents an alternative and a solution.
