UTILITY SYSTEM MANAGEMENT AND FREEWAY SYSTEM MANAGEMENT

Freeways are the backbone of our transportation system because they best meet regional needs both for personal mobility and the delivery of goods and services. The freeways account for about 2 percent of total road miles in California, yet accommodate more than 42 percent of vehicular travel. This paper gives a brief background of three Southern California utilities that distribute electricity, natural gas and water and relates the utility system management analogy to Freeway System Management in Southern California.
