THE USE OF TRAVEL TIME DATA FOR THE MASSACHUSETTS CONGESTION MANAGEMENT SYSTEM

This paper, which appears in a compendium of conference papers, explores the issues surrounding data collection and use within the Massachusetts Congestion Management System. A wide variety of demand management and land use strategies have been considered for mobility enhancement, in addition to traditional roadway and transit options. Travel time was identified as the variable that has the ability to express many of these mobility goals. Travel time data collected for various purposes were used to answer questions regarding best practices to follow in travel time data collection and the value of this data as a predictor of congestion management system strategies impacts.
