MAJOR INVESTMENT ANALYSIS FOR THE SR 509/SOUTH ACCESS ROAD PROJECT

This paper, which appears in a compendium of conference papers, describes the process and results of a major investment study conducted in response to new federal planning regulations mandated by the Intermodal Surface Transportation Efficiency Act. The regulations became effective in November 1993 and impacted the ongoing State Route 509/South Access Road Study/Environmental Impact Statement that was begun in the fall of 1991. This project was the first for which the Washington State Department of Transportation had to address the new regulations and was challenging because of the uncertainty of how the regulations should be applied to an ongoing project.
