TRAFFIC DATA COLLECTION FOR AIR QUALITY PLANNING IN JUAREZ, MEXICO

Juarez, Mexico, lies across the Rio Grande from El Paso, Texas, which is unfavorably classified as a severe non-attainment area. An emissions estimation procedure is under way to determine emissions from Juarez, Mexico. A six-task study was performed to collect travel data in support of a mobile source emissions estimate for Juarez. An abbreviated travel survey was performed as well. Functional and cultural influences were examined in relation to traffic control, travel behavior, and international bridge operations. This paper, which appears in a compendium of conference papers, outlines procedures used for travel data collection in the context of working in a foreign city, including international protocol, procedures, and methods. The methodology and results of this study reveal that cooperation between public and private entities at the international level can provide for research to the benefit of regional international air quality planning for border urban areas.
