CONGESTION MANAGEMENT SYSTEM: AN APPROACH TO DETERMINE CONGESTION AND PRIORITIZE CONGESTED AREAS

Congestion in urban areas can result from excessive traffic or incidents that interrupt the flow of traffic. Congestion in Tulsa, Oklahoma, is due to land use practices, zoning, limited availability of public transportation, and increased automobile usage. Congestion in Tulsa is areawide as well as location specific and varies with time. Therefore, measuring congestion spatially and temporally is important. This paper defines congestion and describes an approach used by the Tulsa Transportation Management Area to prioritize needs. A congestion management work plan was adopted, which identifies six tasks: 1) define congestion and establish performance standards, 2) measure congestion, 3) identify and evaluate funded and planned improvements, 4) examine additional congestion relief measures, 5) establish congestion management plan, and 6) monitor implementation and effectiveness of the congestion management plan. This paper, which appears in a compendium of conference papers, focuses on task 1.
