CAR RESTRAINING MEASURES AND TOWN CENTRE BUSINESSES: A CASE STUDY

In previous articles (Hass-Klau 1993) it has been argued that pedestrianisation and some other forms of car restraining measures can be good for business in town centres. However, if some vocal retailers try to campaign against the implementation of such policies then they risk creating such a negative climate that the campaign itself could damage parts of the trade in the whole town centre. This article examines the case of a German town where retailers nearly succeeded in reversing the implementation of car free town centre policies. In the chosen town Environmental and Transport Planning Consultancy carried out research supported by the UK Economic and Social Research Council during a three year period before, during and after implementation of the scheme.
