NEW ENGLAND DOTS DEVELOP PROGRAM FOR SELECTING COATING SYSTEMS
Restrictions on the use and removal of lead-based paint make the selection of protective coating systems for transportation facilities more difficult. Representatives from each of the six New England state departments of transportation joined together to form the New England Protective Coating Committee (NEPCOAT). NEPCOAT was established to develop unified criteria for the evaluation and qualification of protective coating systems for use and for addressing problems in the use of these coatings to protect structural steel. This article describes the NEPCOAT plan for generating a NEPCOAT Qualified List, whereby coating manufacturers would be listed if qualification requirements are met. The NEPCOAT alliance and use of the NEPCOAT Qualified List are discussed. After manufacturers are "listed" by NEPCOAT, it is the discretion of the state to choose the product that meets their state's needs.
