A FIRST FOR U.S.: FIVE-YEAR WARRANTY GUIDES WISCONSIN PAVING PROJECTS

Performance-based specifications for highway paving may be just around the corner. The Wisconsin Department of Transportation (WisDOT) and its contractor partners have developed and implemented the first warranty specifications, guaranteeing pavement performance for three asphalt paving projects for 5 years. European highway warranties have been common for some time, prompting legislators to introduce the concept into the Intermodal Surface Transportation Efficiency Act. This article details the reasons for establishing warranty specifications, describes the reactions of the public and private sectors to a warranty environment, and outlines the requirements for eligibility for bidding on warranted contracts. WisDOT and its contractors agree that warranty specifications increase professionalism and quality of work.
