TOLL COLLECTION PRIVATIZATION: ORLANDO-ORANGE COUNTY EXPRESSWAY AUTHORITY

Complete privatization of toll collections at the Orlando-Orange County Expressway Authority (OOCEA) was realized after 15 months from request for proposals to full implementation. The Florida Department of Transportation used toll collection operations as a test case for privatization of state government operations. This article describes the changeover to private toll collections, including preparation of the request for proposals, vendor selection, and transition of employees from a public to a private environment. For their efforts, OOCEA gained more direct authority over toll operations and maintenance, a reduction of the authority's operating cost, and a higher level of service to patrons.
