ENHANCEMENTS: GETTING UP TO SPEED
Section 1007 of the Intermodal Surface Transportation Efficiency Act (ISTEA) provides funding for projects that enhance or improve the transportation system via landscaping and scenic protection, historic preservation and archaeological projects, and bicycling and pedestrian facilities. The small, but powerful, enhancements program borne out of ISTEA has already committed $1.3 billion to these projects. This article highlights some successful enhancement projects and outlines the sometimes confusing process that local officials face when seeking ISTEA funding. Although allotments go to states, metropolitan planning organizations are making funding decisions as part of their overall transportation planning activities.
