Through requirements of Substitute House Bill 1928, the State of Washington Legislative Transportation Committee (LTC) conducted a study of how State Facilities should be addressed in the planning activities of local jurisdictions as part of mandated statewide Growth Management Planning. Access management is part of the LTC planning study for many reasons. It is currently one of the strongest mechanisms the State has for planning and preserving the functional capacity of facilities within its jurisdiction. The State put in place an access classification system as well as administrative codes to address access management on state facilities. This paper will review the success and potential improvements needed in the access management system (administrative procedures and classification system) developed for State Routes.
