IMPROVEMENTS TO HOV SAFETY AND ENFORCEMENT

The Washington State Department of Transportation (WSDOT) conducted a comprehensive analysis in the Puget Sound Region to improve the access into and out of High Occupancy Vehicle (HOV) lanes, and to make them safer to operate and enforce. First, the study was to identify improvements to freeway HOV lanes which make the freeway safer for both HOV and general purpose (GP) travelers. Second, the study recommended, for further study by the WSDOT, measures to improve the enforceability of HOV lane restrictions. Safety and enforcement improvements ranged from sing;e-site signing issues to systemwide geometric design revisions, but generally did not include large capital projects. This paper summarizes the safety and enforcement study process along with key technical and policy recommendations.
