The restructuring of the U.S. Department of Transportation (USDOT) is an attempt to deal with some critical issues and to improve transportation. Given the importance of transportation to our economic, social and political system, the need to make changes within the USDOT when necessary is a laudable goal. However, there is some question whether the proposed restructuring will accomplish its objectives. There is especially a great concern regarding the restructuring of the grant delivery system and the potential impact on the long term viability of the trust fund. This implication along with several other issues should be debated and discussed thoroughly to insure that the restructuring does makes a contribution to transportation in America. This article strives to be a part of that debate.
