TOWARDS A REGIONAL TRANSPORT POLICY: THE SOUTH EAST'S EXPERIENCE

The paper describes the reasons why, and the approach adopted by, SERPLAN (the South East Regional Planning Conference) in developing a regional transport strategy. The national context is described by reference to the impact of past decisions, the current legislative framework and the Government's stated objectives for the future. SERPLAN's approach has been based on a wide-ranging public consultation process and involved all local authorities in the South East. The final strategy, which is still under development, will include a statement of vision and objectives, which has now been agreed, consideration of different transport needs, targets for transport policy, a supporting infrastructure programme with the emphasis on a properly maintained and developed rail network, and advice on subregional policies for adoption by individual local authorities.
