BENEFITS OF LOCAL BICYCLE POLICY

Municipalities have to be able to distinguish the financial costs and benefits of their bicycle policy. Therefore, an eight-step methodology is developed. The starting point of this methodology is to determine the costs and benefits of cartrips and to quantify them. The saving on costs by reducing the amount of short distance cartrips as a result of the bicycle policy has to be regarded as a benefit of this policy. A pilot study in the city of Dordrecht with three alternatives of car restraint policy for the years 1993 - 2000 showed that the benefits will vary between 6 and 56 million guilders.
