THE TRADE-OFF BETWEEN EFFICIENCY, EFFECTIVENESS AND SOCIAL FEASIBILITY OF REGULATION OF EXTERNAL COSTS OF ROAD TRANSPORT

This paper discusses the tension between theory and practice of regulation of road transport by linking this to the trade-off between efficiency, effectiveness and feasibility of regulation. A number of possible regulatory instruments are qualitatively evaluated according to these criteria. Attention is paid to the trade-off between efficiency, effectiveness and feasibility of direct regulation of road transport demand, and to possible strategies for avoiding this trade- off as much as possible.
