PUBLIC ACCEPTANCE OF THE DUTCH TRANSPORT POLICY

Based on the idea that in public acceptance perceived costs and benefits are taken into account a questionnaire has been constructed which asks for these costs and benefits of the Structure scheme for Traffic and Transport (SVV) policy measures. This questionnaire has been used in two surveys, in 1992 and 1994, to monitor the public acceptance of the Dutch transport policy. Most important findings are: (1) in judging combinations of policy measures, people balance the perceived costs and benefits both within and between different policy measures; (2) the overall public acceptance of the Dutch transport policy has not been changed in the period 1992 to 1994; the level of acceptance is still low; and (3) public acceptance of the transport policy would increase if the financial benefits of road pricing would be used in traffic itself, such as improving public transport, and subsidizing "clean" cars.
