TESTING THE IMPACT OF ALTERNATIVE LAND USE SCENARIOS USING A TRAVEL DEMAND FORECASTING MODEL

Metropolitan planning organizations are using land-use models to analyze land-use alternatives. However, the Baltimore (Maryland) Metropolitan Council (BMC) is using their travel demand forecasting model software to analyze four different land-use options. The four scenarios of future growth are: 1) inside the Baltimore Beltway, 2) along the Baltimore region's major rail transit corridors, 3) within areas identified as growth centers or community conservation areas, and 4) a "composite" scenario using components from each of the first three. This paper--which appears in a compendium of conference papers--describes the software used for analysis, profiles the Baltimore region, establishes alternative land use assumptions, reallocates socioeconomic data, and evaluates each land use alternative. The BMC is currently calibrating a land use model for future studies.
