COLLOQUIUM REPORT. SHIPPING, SAFETY AND THE ENVIRONMENT: A POST-DONALDSON ANALYSIS--A COLLOQUIUM HELD AT LONDON GUILDHALL UNIVERSITY, 24-25 NOVEMBER 1994
This report presents the discussions of a colloquium convened to discuss appropriate and feasible measures to protect the United Kingdom coastline from pollution from merchant shipping and to consider the international and economic implications of any new measures. The stimulus for the colloquium was Lord Donaldson's Inquiry into pollution prevention, which was spurred by the Braer incident in the Shetland Islands. Colloquium discussions centered on: 1) the history of similar inquiries and their effectiveness; 2) developments in the United States of America; 3) research and analysis; 4) consequences for shipowners; 5) consequences for seafarers; 6) the influences of, and upon, marine insurance; and 7) continued monitoring of the environment. Overall, colloquium participants favored "rewarding the good" and "penalizing the irresponsible." The group felt Lord Donaldson's Inquiry was well balanced and contained sound recommendations.
