DELAYS CAUSED BY TRAFFIC SIGNAL FAILURES

The paper describes a computer study which compares the delay at a vehicle-actuated, isolated traffic signal with the delay at the same signal when it operates on the fixed cycle determined by the maximum settings. It is shown that under certain conditions the excess delay will be more than 50 percent of the normal delay. It is further shown that a simple change to the signal specification can dramatically reduce the excess delay. (A) /TRRL/
