PREPROJECT-PLANNING PROCESS FOR CAPITAL FACILITIES
Preproject planning is the process of developing sufficient strategic information for owners to determine risk and decide whether to commit resources to maximize the chance for a successful capital facility project. Preproject planning represents the interface between business and engineering. The owner is responsible for adequate preproject planning; however, many functions of preproject planning are performed by engineering consultants. This article presents findings from an ongoing study on preproject planning. The concept and definition of preproject planning are discussed. The major subprocesses of preproject planning are described in a brief narrative and illustrated in a validated process map. Key preproject-planning principles discovered during the course of the study are highlighted and conclusions are drawn regarding the preproject-planning process.
