SPECIFYING END RESULTS

Pavement quality depends on material quality and workmanship. End-result specifications (ERS) place responsibility on contractors to control materials and methods. They also require owners to provide protocols for inspection, testing, price adjustment, and retesting. ERSs describe the requirements for the completed work and provide incentives for the contractor.
