Pavement quality depends on material quality and workmanship. End-result specifications (ERS) place responsibility on contractors to control materials and methods. They also require owners to provide protocols for inspection, testing, price adjustment, and retesting. ERSs describe the requirements for the completed work and provide incentives for the contractor. This brief article lists the general objectives of a construction ERS and describes how total quality management and partnering can be valuable tools in ERS implementation.
