WHAT CONGRESS HAS DONE TO THE HIGHWAY TRUST FUND

According to Ray Barnhart, former head of the Federal Highway Administration, "When the trust fund was put on-budget in 1968, it was the old concept of the government providing the people both guns and butter. The government didn't want to alarm the public about the costs of war." Because of this, highway trust fund expenditures are now subject to over-all federal budget spending limitations called for in budget reconciliation agreements like the Omnibus Budget Reconciliation Act of 1993.
