NEW YORK CITY'S RED LIGHT CAMERA DEMONSTRATION PROGRAM

This paper describes the process involved and the results obtained in setting up red light camera technology. Since 1983, New York City's Department of Transportation (DOT) had been researching red light camera technology. In order to obtain a better appreciation for the technology -- which had already been in use in Europe and Australia -- the City invited three vendors to demonstrate the three most popular cameras in production and use. Relevant issues discussed are: the RFP process; cost of the program; loop placement; site selection; privacy issue; program purpose; and next steps.
