This paper describes a wide-area network for integrating transportation operations systems among multiple transportation management agencies. The network is planned to be implemented as part of the Silicon Valley Smart Corridor project in Santa Clara County, California. The proposed integration network is intended to interconnect, and allow the integrated operation of, the Transportation Management Centers (TMCs) operated by various agencies responsible for real-time management of freeways, surface roadways, and transit services. It allows functions such as incident management, traffic-responsive signal coordination, selective transit priority at traffic signals, coordination of ramp metering and traffic signals, and traveler information data collection, to be carried out on a regional or corridor basis regardless of jurisdictional boundaries.
