FRESYS - AN INTEGRATED FRAMEWORK FOR PEAK-HOUR FREEWAY CAPACITY AND OPERATIONS ANALYSIS

The purpose of this paper is to introduce a new integrated framework for performing peak hour capacity and operations analysis on freeway facilities. This framework combines traditional procedures from the Highway Capacity Manual with new and developing analysis concepts and methods. The framework provides the freeway analyst with more efficiency and flexibility, and a wide variety of new measures of effectiveness that were not available from traditional freeway capacity analysis procedures. The Freeway Systems Analysis Program (FRESYS) is a computer software application that features a menu driven user interface, on-screen color graphics displays, and comprehensive printed summary reports that include system-wide summary statistics. FRESYS is especially effective for evaluating a large number of alternatives involving different freeway configurations and demand patterns, and for freeway system planning and management.
