TRANSPORTING SPENT NUCLEAR FUEL BY RAIL: THE ISSUE OF PRICE TO THE RISK

The general subject of this publication is the safe and economical transportation by rail of spent nuclear fuel. The focus topic is the cost of safe movement of nuclear waste by rail given the tremendous liability consequences in the event of rail accident involving such material. This article encompasses several topics that impact on this issue: public perception of risk; accident considerations of risk-based analysis of rail movement; operational policies and procedures such as benefits and drawbacks of dedicated train and regular train movement of such material; legal rulings involving these movements; the difficulty of allocating costs to a nuclear movement; and how the rail industry and certain governmental agencies perceive and assess important operational, safety, liability, and economic issues arising from the transportation of nuclear waste by rail.
