PARKING CONTROL: FROM PRINCIPLE TO PRACTICE. PROCEEDINGS OF TRL PARKING SEMINAR, UNIVERSITY OF SURREY, GUILDFORD, 23-24TH MARCH 1995. PARKING FOR DISABLED PEOPLE

This paper considers how car park owners and operators can help people with all types of mobility difficulties, who wish to park their vehicles on and off the street. Much of its detailed advice is drawn from publications by the Department of Transport and other bodies. As far as possible, parking bays should be located within easy walking distance of their destinations, and park-and-ride services should also cater for them. Some regulations for the provision and enforcement of parking bays are outlined. Bays should be designed so that drivers and passengers, who may be disabled, can enter and leave their cars easily and safely. Some recommended design features for on-street parking, pedestrianised areas, and off-street parking are summarised. Ramps, lifts and dropped kerbs should be provided where necessary. There should be appropriate signs to designated parking areas, and signs and markings in these areas. Some information and guidance is given in relation to the following types of parking equipment: (1) parking meters; (2) pay & display machines; (3) barrier controls; (4) pay-on- foot; and (5) other forms of control.
