AIR QUALITY IN LONDON 1994. SECOND REPORT OF THE LONDON AIR QUALITY NETWORK

This report provides comprehensive information about air quality in London, and describes in detail three major pollution incidents, where several pollutants were at elevated levels for several days. It discusses the development of the London Pollution Network, which has expanded considerably during the last year. It welcomes the UK Government's proposals to develop a national air quality strategy, and its recognition of the important role of local authorities in air quality management. The report presents a direction for air quality management in London, that combines a strategic approach with local initiatives. It reviews the progress of policy during the last year, and advocates air quality improvement through traffic reduction and a Government commitment to better public transport. It assesses the need for resources and changes in legislation, to empower local authorities to take more effective action. The report considers the health effects of air pollution, and reviews recent research, especially on asthma. It notes the widespread agreement that air pollution can increase the suffering of sensitive victims of asthma, even though there is not yet conclusive evidence that air pollution causes asthma.
