In order to evaluate berthing manoeuvrability, the total system, including the ship, the characteristics of actuators and the control system must be considered. An optimal controller which realized these conditions was developed. The proposed control system uses the Joy-stick controller and fuzzy control theory, this system can easily handle the ship pure sway motion for any direction, such as pure transverse drifting, which is often required during berthing manoeuvres. Berthing manoeuvrability was evaluated for the ship type, actuator type and ability, using the proposed controller. The following results were obtained: 1) the pure sway ability in the forward direction depended on the bow thruster power, and the ability in the aft direction depended on the rudder force. 2) the pure sway motion using conventional actuators may be limited under wind disturbance, in order to realize the acquired ability, it is necessary to decide the actuator power based on ship characteristics and required condition.
