EXTENDED SURVEY AND OPERATIONAL AUDITING

The author discusses the on-board extended survey and audit which has two fundamental objectives: to provide a quantified profile of a vessel and her management, at sea and onshore and secondly to provide an objective qualitative assessment identifying actions which would achieve improvements in the ship's safety, effectiveness and profitability of operation. In the course of attending the vessel, all possible physical aspects are inspected, in addition to her certification, records, maintenance systems, training practices, permits to work etc. and assessment is made of the onboard management style, the shoreside management support and the ship/shore interface. The physical examination if preparatory to the main thrust of the exercise which encompasses a series of interrogative factors requiring positive or negative response, that can be posed to any vessels management team, irrespective of the type of ship or the trade in which she may be engaged. The author briefly comments on some facets of these subjects in the context of ship repair and conversion.
