REFORMATTING DEPARTMENT OF ENERGY REGULATIONS IN LIGHT OF POST PIPER ALPHA PROBLEMS

The move away from prescriptive legislation to a self regulatory formal safety assessment regime following the recommendations of the Cullen report is to be welcomed. They are particularly welcome as the safety case, being installation specific, would automatically recognise the differences between MODUS and fixed installations. The new regime has some challenges which are already being positively met. The interim, however, does present some real problems which need to be overcome in the short term.
