This study examines the main engineering and economic considerations affecting the converson of a railway to a road, and the replacement of trains with buses and lorries. The findings are than used to evaluate the conversion of 2 minor urban lines, 3 minor rural lines, and one major mainline system. It is found that the return on investment is 30 per cent to 60 per cent yearly for converting the rural services, and at least 210 per cent yearly for converting the urban and mainline routes. /Author/. /TRRL/
