RESTRUCTURING OF POLISH STATE RAILWAYS

This paper indicates the general directions of Polich transport policy, gives some facts about Polish State Railway (PKP), and presents the policy for restructuring PKP. From 1990-93, there were considerable changes in the Polish transport market, with little transport policy. Preparations are now being made to restructure transport policy towards a market-based system and new conditions of economic cooperation in Europe. The general direction is towards liberalisation, but there will be safety regulations, and some use of taxes and charges to influence the use of different transport modes. Some facts and figures are given about PKP's (1) revenues and expenses; (2) passenger and freight transport; and (3) major investment projects in infrastructure and rolling stock. PKP, and its lines of international and inter-regional importance, will continue to be treated as a state-owned enterprise, but some regional and local railway companies will be established. PKP's restructuring began by granting autonomy to railway enterprises, such as railway construction and rolling stock repair, and reducing the number of staff. Its basic objectives are now to: (1) commercialise its activities; (2) modernise PKP; and (3) adjust to European standards. For the covering abstract see IRRD 870276.
